Hi Suzy, as a luddite I wondered if the Committee Stage viewable tomorrow and is it recorded (as I may not have electricity due to a sparks who's rewiring the house!!) and I would like to look at at it tomorrow night/ Thurs? Will look at amendments, they don't seem too substantive at first glance.
The committee stage of the Civil Partnership Bill will commence at 10am on Wednesday 24 March 2010. You can comment on the committee debate and pertaining issues here or via twitter by tagging your tweets with #cpbill .
Sean I don't know if committee meetings are viewable on playback or when a transcript of the debate will be available. I will try and find out. Otherwise if the livebloggers do their job you may have to rely on us (oh oh).
Right. Getting settled down for #cpbill - Anyone tuning in? Liveblog's at
bit.ly (via @suzybie)
And we're go. #cpbill
We're off
Men's Council, Family's Rights & Responsibilities, Women in the Home - orgs have requested to meet the cttee. #cpbill
Hehe, an over-enthusiastic Sen David Norris present for a brief moment. Mistakenly. #cpbill
David Norris lol - has to leave can't even stay to watch! He can watch the liveblog like the rest of us!
Flanagan explaining his first proposed amendment: wants title to reflect not only same-sex civil partners. #cpbill
Role of Family Support Agency in informing cohabitants who are unaware of #cpbill suggested.
Opening statement being made by Minister Ahern. #cpbill
Constitution mentioned - "imperative" to "protect" marriage. Take a drink! #cpbill
Re constitution and advice of AG, etc. - see
bit.ly - #cpbill
Howlin querying Minister making statement - believes re-visiting second stage debate. Moving on to proposed amendments. (Handbags!) #cpbill
They're getting ratty over opening statements
Minister now discussing the first proposed amendment re. title of the Bill: thinks can be looked at during Report Stage #cpbill
Flanagan reluctantly agrees to withdraw amendment - says Minister wishes to put own stamp on the amendment. #cpbill
Tracy - David is a Senator - this is a Dáil committee and only for spokespersons/members
To Flanagan's 2nd amendment re. commencement of the legislation: seeks commencement at once, 3 mths after enactment, not piecemeal #cpbill
Howlin puts forward reasons for (piecemeal) flexibility, but agrees on need for certainty. Some statutes have never become law. #cpbill
Minister argues that this is standard provision. Flexibility in commencement is essential - e.g. financial and soc welfare bills #cpbill
Minister can't accept Flanagan's amendment re. commencement date. Flanagan asks for indication of time-frame. #cpbill
Minister sticking to his guns - not accepting amendment re commencement. Soc welfare, finance & civil registration in separate Bills #cpbill
Notices Equality is not in Ahern's job title on screen this morning
Amendment is withdrawn. Following sections agreed. Howlin's first amendment is up. #cpbill
Howlin's amendment stems from peoples' personal experience - a deceased partner "ever ordinarily resid in State for one year" #cpbill
Current wording of #cpbill is unduly restrictive. - Howlin.
Current wording restricts access to courts - possible breach of ECHR under ECHR Act 2003. #cpbill
Howlin gives example where a partner may be abroad for a time to receive medical treatmetn. #cpbill
Minister: interitance, tax or intestacy issues may arise. These are the rules applying to declaration of marital status. #cpbill
Minister: Howlin's amendment moves away from this principle. #cpbill
Hm. Funny how the Minister wants civil partnership to be marriage-like in this respect, but not others.. #cpbill
Surviving partner may get benefits to the detriment of others "in that unit" #cpbill
Domicile wouldn't easily be affected by scenario of treatment abroad - difficult to lose. #cpbill
Assume we have all noticed that there are no women members of the Justice, Equality and Law Reform committee - Select or otherwise!
Howlin: criteria laid down by Minister to apply to courts where CP died - at a loss as to understand diff b/t various sets of 13mths #cpbill
* 12 months (not 13 mths) #cpbill
@suzy - there is in the joint and it's proper title includes womens rights
